Is there a detail report for the following condition where a rated CMU(at head connection) meeting a rated intumescent metal plate? CMU is 3 hour rated.

I am looking at epoxying rebar into low-strength grout (200-300 psi grout). I am looking to develop the capacity of a #4 Gr 60 rebar (or equivalent). Do you have any solutions that would allow me to do this?

I'm using 1/2 Hilti KWIK BOLT T2Z anchors with 2 effective embedment in an 8 thick concrete wall. The anchors will be installed directly opposite each other on opposite faces of the wall.
