Why Does Hilti Profis Require an Anchor Plate when Moment is Present on a Single Anchor

I get the following error when trying to model a single anchor with a moment. Could you please help me understand why Hilti gives this error? I am trying to check rebar embedded in concrete and will not have a steel plate. Is it just to get a tension/compression couple?
