Which Tension Failure modes are considered for anchors that will be installed in the soffit of a deck?

In taking the quiz after the presentation, questions #3 and #5 are either quite tricky or perhaps I misunderstood the presentation.
I thought steel (anchor) failure and concrete breakout were precluded from the analysis when anchoring through the steel deck.

Questions #3 and #5 from the quiz refer to anchors installed into the top of concrete over metal deck. The failure modes that are considered for anchors installed into the top of the concrete over metal deck are steel failure, pullout/pryout failure, and concrete breakout in both tension and shear. Please refer to Tables 4 and 6 in ESR-4266 for the design capacities of the KB-TZ2 installed into the concrete over metal deck. If you are installing into the soffit of metal deck, please refer to Table 8 in ESR-4266. The failures modes for this installation orientation are pullout strength and steel strength in shear.
