What makes one anchor suitable for cracked concrete or not?

While I understand the difference between cracked and uncracked concrete and the reason to distinguish between the two, what makes one anchor to work in cracked concrete? For example, the Kwik HUS looks very similar to the KH-EZ but only the KH-EZ is suitable for cracked concrete.
