What is the resistance factor φ for HY 270 threaded rod for Masonry (CMU, hollow brick and others)?

I need to perform a calculation using the LRFD method for HY 270 threaded rod in grout-filled CMU. Tables 2 and 3 give the values for ASD method. The notes below the tables say: "Allowable loads are calculated using a safety factor of 5."
So, W = 5
Nominal capacity is 5*Value from table
LRFD Capacity = φ*Rn

What is the value for φ?

Hi Dmitrity,

LRFD phi factors can be found in Section 4.2.4.3 on page 3 of ESR-4143 for HIT-HY 270.

I disagree. Since it gives a different usage percentage in ASD and LRFD methods. If we use a coefficient of 0.5, then according to the LRFD method, the percentage of usage will be much less than according to ASD. Because reactions ratio LRFD/ASD=1.5-1.7. And the ratio of capacities LRFD/ASD=2.5. So maybe safety factor is not 5, or φ is not 0.5?
