Use of a torque test to determine tension load capacity of installed bolt

We have a contractor who did not get special inspection for Hilti HY270 anchors during installation. They have asked if the anchors can be checked using torque versus a traditional pull test. We do not see any information that notes this as an acceptable test method for testing the tension on the bolts. Does Hilti have any opinion on this.
