TZ2 CS minimum spacing violated

I have an installation with (2) TZ2 CS 1/2" diameter anchors having 2.5" embedment. If one anchor is abandoned, (ground smooth with face of concrete) can the remaining anchor be assumed to have full shear and pullout values?
