Torque Testing Loads

I am trying to specify a load for Torque testing of KB-TZ2 expansion anchors. We need to specify the torque test for carbon steel, stainless and conditions into metal deck and any other possible condition on the project. In the ICC report for the KB-TZ2, values for installation torque are reported. Is the installation torque also the torque value that we should be testing our anchors at on-site? Is there any resource that can give us more information on the torque testing procedure and the target loads that we should be referencing? Also what are all of the different conditions that calls for different test values? Does lightweight concrete have a separate testing value?
