Steel Strength Factors

While evaluating anchors in Profis, I've noticed that the steel strength factor changes from 0.75 for longer embedment lengths to 1.2 for shorter embedment lengths and am looking for more information to understand why. If I could be pointed to the appropriate resource for explanation I would appreciate it.
