Steel Capacity of Anchor for Seismic Changes with Embed

I have a baseplate with tension. I am playing with embeds to achieve a ductile failure to meet seismic criteria per ACI 318-11 Appendix D. When I change the same baseplate from 12" embed to 12 1/2" embed, it changes the steel phi factor. As far as I can tell, the embed should not change this phi factor. It should be the same not matter what. Am I missing something?
