Steel Anchor Strength Reduction Factor

Section 3.1 of the strength design of the steel anchors is indicating using a phi (Strength Reduction Factor) for steel of 1.2. AISC and from what I have found in ACI indicates it should be 0.75. Where is this 1.2 factor coming from?
