I need to glue 3’ x 3’ x1/4 plates to the concrete in a shop bay for the 4-post ramp wheels to roll on as they come down. What epoxy should I use. Don’t want anchors that might stick up to catch on the rollers.

Hilti's adhesives are not designed to directly adhere two materials together, but rather to anchor a steel element such as threaded rod or rebar into the concrete. If you would like a countersunk anchoring option to sit flush with the top of your baseplate, you could consider a mechanical anchoring option such as the KH-EZ C screw anchor.
