Shear lug and anchor rod embedment depth interaction

I believe that profis anchor is incorrectly calculating the requirements of ACI 318-19 section 17.11.1.1.8 with regards to the h-ef/C-sl >=2.5 requirement. Profis is using C-sl as the distance to the furthers anchor instead of the closest anchor. If the intent of the section of ACI is to prevent an undesired interaction between the breakout cone and the shear lug bearing, then if you have a group of anchors the breakout cone will controlled by the closest anchor not the furthest.
