The program seems to be taking only the concrete capacity of the closest anchors to the edge and comparing that vs the total ultimate shear. This feels like a very conservative assumption. I've attached two runs. One is failing, the other is passing. The only difference between the two is that the passing one has the anchors closest to the edge deleted. It doesn't make sense that getting rid of those anchors would make the connection stronger. Looking at ACI318-14 Figure R17.5.2.1b it appears to be applying Case 3 to all the calculations. I tried to change the vertical spacing to 7" while maintaining 6 1/8" edge distance (s>ca1,1) in order to force a change away from Case 3, but it didn't change the capacity. For that matter, is there a way to say that the anchors are welded to a common plate in order to make it calculate based on Case 2?
