Seismic Design Warning

I am doing a seismic anchor design and I got this warning:
"When 17.10.5.3 (a) is selected for seismic design, the design steel strength must be the governing design strength having the highest utilization."
Can anyone provide some insights on what this warning is about? Sometimes using a lower steel grade can get rid of this warning. Thanks!
