Reinforcement design for post installed rebar in tension only applications

Does the ICC-ES Evaluation Report for 500 V3 adhesive cover development of bars in direct tension?
Specifically, I am connecting a counterfort wall to an existing wall. Can the tension ties for the counterfort be designed for development of Fy into the existing wall (cast-in-place reinforcement design), or would this fall under concrete anchorage design?

I understand that development of tension bars across a moment joint is covered, but it does not appear that the ICC-ES report specifically covers tension only members for design as cast-in-place reinforcement.
