Re-drilling for deeper embedment through an existing epoxied bar?

We have a situation at the base of a cantilevered CMU screenwall where a field fix detail was provided for the contractor to epoxy vertical bars from the wall into the foundation. They installed these epoxy bars at an incorrect embedment depth that we cannot justify with calculations. Because of the field conditions, we are very limited with where we can install epoxy bars, and cannot abandon the incorrect anchors to re-drill holes for the correct embedment. We need the correct embedment depth at the location where the incorrect anchors are already installed.

Our proposed solution is to have the contractor cut the bars flush with the top of concrete and drill out the bar that was installed at the incorrect depth in order to install a new bar at the same location, but with the correct embedment. Is there any guidance or reccomendations that you can provide about this condition?
