Once the snow is done falling, the load becomes static. However, that was NOT specified in the quesiton.
Additionally, asking about efficiency times is frustrating - to say puddle welds take 8-12 sec each and powder actuated fasteners take 1-2 secs each means those mechanical fasteners are 6-8 times faster, which encompasses two of the 4 available answers to the question.
