Profis Shear Breakout Capacity

Why for the attached baseplate does Profis assume the entire shear load is to be resisted by only breakout capacity based on the front row of bolts. The Profis guide and ACI commentary indicate that only 1/3 of the total shear load would be checked against the front row of bolt breakout capacity.

Hello,

Currently, PROFIS Engineering defaults to the conservative assumption that only anchors nearest to the fixed edge for which concrete breakout in shear is being considered resist shear. Furthermore, PROFIS Engineering assumes the full shear load is applied to the anchors nearest the fixed edge being considered. This corresponds to ACI 318 Case 3 design assumptions and is independent of the spacing in the direction of the shear load between anchor rows.
