Profis Seismic Calculations per ACI-318-14 ductility

In my calculation, in the results for tension load: steel strengh exceeds concrete strenght / concrete utilization is greater the steel utilization. ductility check?

and it's a seismic load. The program says this is allowed, but according to ASCE 15.7.5 this is not comply. The report doesn't state anything special. Can you help walk through what is being calculated and why I'm getting that the design is acceptable? and what might be the reason to comply to this critiria.
