I am designing a base plate subjected to tension force, shear and moment. HIT-HY-200 HAS-V-36 are used. Design pass if 5/8" anchors are used with max utilization ratio of 83%. For the sake of unifying the anchores size in the project, 3/4" anchors are used. However, the maximum UR becomes 121% which is not passing mainly in concrete breakout. Could anyone help explaining if this makes sense.

Increasing the anchor rod diameter may also change the failure mode utilizations and controlling failure mode, depending on the applied tension, shear and moment forces and connection geometry.
