Post Installed Bar for Concrete Breakout

Can you add post-installed reinforcing perpendicular to the tension breakout cone of an anchor group to resist concrete breakout in tension? If the post-installed bar crosses the crack plane of the breakout cone, shear friction-type behavior can be achieved using the post-installed reinforcing bar, right?
