A KH-EZ SS316 is being proposed for an exterior guard rail attachment to concrete beams and walls. We are the EOR and concerned of water potentially entering the drilled hole of this mechanical screw type anchor. Does the KH-EZ prevent water from entering the hole? If not, would injecting silicone into the drilled hole and then screwing in the anchor be appropriate or would that invalidate the anchor design strengths?

The prevention of water into the hole will be dependent on if the screw anchor was properly torqued and its resultant clamping force on the hex head onto the anchor plate. It is also dependent on the conditions of the base plate to concrete (i.e. levelness, roughness of concrete, etc.). We have seen adhesive anchors used for applications where water penetration is a concern since the adhesive acts as a barrier to water penetration into the hole.
