PLASTIC PIPE PENETRATIONS IN RATED ASSEMBLIES

Philadelphia only recently allowed plastic pipe in
commercial apartment buildings, so there is usually PVC plumbing vertically
penetrating rated assemblies.  The only product we know to address this issue is approved fire collars.  We are getting a lot of pushback from plumbers and contractors that they cannot install the collars per manufacturers
specifications because they were not installed when the pipe was put in; they were always used to using cast iron. By the time we, the Building Inspector shows up there is usually no way to get access to put the collars on.  Is there any other
options?

I have attached some systems that either don't utilize collars or have a method of installing the collar that might help with their condition.
