I have a project where we are replacing guardrails, and we want to keep the same anchorage hole location. Can we core out the existing anchors with a 1/2" bit and use a 3/8" anchor with adhesive to fill the larger space?

It is possible to core drill out an existing anchor then upsize the hole and threaded rod diameter to install an adhesive anchor system (such as the HIT-HY 200 V3 or HIT-RE 500 V3) in the same location, however it is important to ensure that the installation conditions of the new anchorage are being met. Installation specifications can be found in the Hilti Anchor Product Technical Guide beginning on page 57 for HIT-HY 200 V3 and page 112 for HIT-RE 500 V3.
Please note it is not recommended to replace an anchor using the same nominal size hole diameter as the original anchor system.
Ultimately, it is up to the discretion of the Engineer of Record (EOR) on how to proceed with removal and replacement of the existing anchorage.
