On a large circular base plate, all the shear load shown as acting on only 1 anchor

I have a 72" diameter base plate with 16 anchors around the circumference at a diameter of 63". When checking a shear and overturning force, the calc package from Hilti Profis Engineering shows that it is checking the entire shear force against the capacity of only one anchor and it says the anchorage is failing due to the edge condition. Why is it checking all the load against only one anchor when the breakdown of loads, the V table, clearly shows that each anchor gets a portion of the loading?

Please see page 204 of the PROFIS Engineering design guide for information on how the software calculates concrete breakout failure in shear.

Sorry, but I've read through that description completely and there is still a discrepancy between the report and the value it should be calculating. The report is using Vcb instead of Vcb,g, which the description you provided claims it should be checking. Please take a close look at everything I have submitted. Thank you.
