Need to Epoxy Rebar into Footing through 30" CMU Stem Already Grouted

I have a 30" tall CMU stem wall missing at least (22) #5 bars that need to get epoxied into the footing. Is there a better approach than removing the stem to drill 8" into the footing to epoxy? Does Hilti have a bit that would be suitable for this depth of a hole? Just looking for options
