Load adjustment factors for edge distance in shear.

I am not sure about how to select the correct load adjustment factors in shear. What does "perpendicular toward edge" and "parallel and away from edge" mean? How do I interpret these two columns of data to select the applicable load adjustment factors for edge distance in shear? Is there a design example that shows how to use the technical design guide? The previous discussions refer to a section or example 3.1.8 which does not seem to exist.
