Kwik Con II anchor edge distance in brick

I am wondering what are the guidelines for using the hilti kwick con II into red brick. Table 4 gives values for tension and compression with a foot note that mortar joints are outside of the scope of the table. There are also notes clarifying that the anchors must have an edge distance of 16 times the diameter or reduced to 6 times the diameter for a reduced load.

Is the edge distance intended to be taken on the individual brick or on the brick wall assembly?
