I am trying to find an applicable anchor to be installed on the top side of a 4" concrete slab w/ 1.5" metal deck (2.5" concrete above decking). I see that the HLC sleeves anchors have minimal embedments and will meet the industry standard embedment length + 1.25".

Hilti’s HLC sleeve anchor has not been tested for concrete-over-metal-deck applications. For such an application with 2.5“ concrete above 1.5“ metal deck, you could consider either the KB-TZ2 expansion anchor (technical information found on page 318 of the Anchor Fastening Technical Guide) or the KH-EZ screw anchor (technical information found on page 341 of the guide).
Ultimately, all design decisions (including final anchor selection) are at the discretion of the Engineer of Record (EOR) on the project.
