Is it correct to install mechanical anchors in this location? Considering the concrete damage that needs to be repaired and repaired, will the performance of mechanical anchors be appropriate in this connection? - After installing the steel plates behind them, they will be repaired with high-strength mortars .I attached one picture.

Thank you for reaching out. Please know that Hilti does not have published test data regarding installation into damaged base materials due to the variability of the condition. As such, in general, anchoring into damaged base materials would be at the discretion and judgement of the Engineer of record. On-site testing may aid in this judgement.
