Interface shera design method proposed by Palieraki from Hilti Post-Installed Guide

Hi, I am working on a design that is doweling a pipe collar to the box culvert. Apparently, there is no sufficient concrete space to fully develop the yield strength from the post-installed dowel. By reading the Post-Installed Reinforcing Bar Guild, it seems HILTI has a proposed method based on Palieraki's formula. I have the following questions about the formula:

  1. Does the formula assume the bonding strength controls instead of concrete breaking? Do we have to verify that before using this method? Does the design software cover this check?
  2. Does the formula consider the group effect?
  3. Are there requirements for the edge cover, end cover, and spacing?
