In an ideal world, who maps out where adhesive anchors go (based on plans)?

A question has come up as to whether the ACI installer should be the one who marks the install locations based on schematic blueprints or if that is something higher up management should do.

There are 2 camps. Camp 1 thinks the installer should be able to map out locations for anchors based on seismic schematic engineering plans and install anchors at these locations. Camp 2 believes that management/those who read plans should mark the locations while the installer is only there to install.
