HY-100 vs HY-200 Dry vs Wet

I noticed that Hiliti lists HY-100 as for only use in a Dry Hole, whereas HY-200 is listed as for use in a Wet Hole. However, after reading the ECC report, I did not see any distigishing wording between the two products regarding wet vs dry holes. The anchors in question will be 26" long and drilled into basically unreinforced concrete located in foundation element retaining water. I also noted that the installation manual for HY-100 lists 25" as a limit. Is there an equiptment issue going longer?
