How is Z Calculated for Steel Arm Failure?

For steel failure (with lever arm): Lb (internal lever arm adjusted for spalling of the surface concrete) = z n(d0), where d0 is the anchor diameter. How is "z" calculated?

Page 323 of the PROFIS Engineering Design Guide addresses the formula for 'z'.
