How is tau,k,cr/uncr determined?

I am currently trying to compare Hilti adhesive anchor systems to other manufacturers. When calculating adhesive anchor (specifically rebar) pullout strength, tau,k,cr and tau,k,uncr are used in the calculations. How are these values determined? Are these values from testing? I did find these in the ESR-4868 report but it does not describe where these values well.
