Please see this article, which discusses the design of reinforcing bars under anchoring to concrete provisions. ACI 318-19 17.1.6 applies to reinforcing bars that are being used as anchorage. If you are developing the yield strength of reinforcing bars for the purpose of concrete reinforcement, then Chapter 25 would be applicable. Breakout behavior of straight reinforcing bars as a group is analogous to tension and shear breakout behavior of adhesive anchors. Anchor reinforcement provided in accordance with 17.5.2.1 may be used to prevent concrete breakout failure.
