For the above referenced Hilti mechanical deck fasteners, it appears that they are limited to a minimum steel base material thickness of 1/4". What are the specific concerns/limitations that dictate this minimum steel thickness? If these fasteners are used to attach decking to steel framing less than 1/4" thick (3/16"), what options are there to address the issue?

That is correct, because Hilti has the XSH-24 pin to accommodate thinner base materials. The pins are specialized for steel thickness for optimum performance. It is possible that the pins may install in base materials outside of these limitations, however performance would be unknown due to lack of testing. If these pins are installed outside of Hilti's test data it is up to the EOR to approve.
