Hilti SafeSet Drilling with HAS Rods

PROFIS does not allow the use of HAS threaded rod with the SafeSet system, despite the Anchor Fastening Technical Guide (22nd Ed.) saying that it can be used per page 57. Can you please explain the reasoning for this, as well as the reasoning why HIT-HY 200 V3 + HIT-Z has less breakout capacity than HIT-HY 200 V3 + HAS? I'm also getting an INCREASE in breakout capacity when I select the concrete condition as "cracked".
