Why is there no option to check anchor rod shear with built-up grout pads in accordance with section 17.7.1.2.1 in ACI 318-19? This portion of the code clearly states that steel shear strength should be reduced by 20% when utilizing built-up grout pads. This provision has always been a part of Chapter 17 and previously Appendix D when these provisions were first introduced.
It is clear that Profis is checking bending in the anchor rods due to shear, which is conservative according to code, but it also has implications for maintaining anchor rod ductility when anchor rods are needlessly oversized. It doesn't make sense to say that this check is being performed in accordance with ACI 318-19 when this portion of code clearly states that a 20% reduction of strength is adequate. For a stand off without grout, I would agree with this being a pertinent check, but grout pads should allow an option to check the steel shear strength in accordance with this factor.
