Hilti Post Installed Anchors through cold joint (new concrete over existing concrete)

I have an existing 9" reinforced slab with a new 9" reinforced slab poured over top. Using Hilti HIT-RE V3 anchor bolt, is it acceptable to install anchor through joint? Due to embedment requirements of tank manufacturer, Anchor will be drilled through entire thickness of new slab and 7 inches into existing slab.
