Hilti CP606 -Can this product be used in wood construction (Type VA NFPA 13R sprinklered)

We have found our selves an unusual condition that the building inspector is taking issue to.
Off set walls using TGI floor joists. 1 hr construction
We have attached a photo and two drawings illustration the condition..
Please advise.
