I am looking at firestopping system F-C-2389. In the notes it states the annular space is a minimum of 0" and maximum of 5/8". Reading this, I believe that the entire circumference of the pipe can have no annular space. Is this true?

Thanks for your question. Unless the system specifically states that the penetrant may be installed with continuous point of contact--that is, nominal 0" annular space around the entire penetrant, see CAJ1226 or WL1054 as example--then you are required to have some annular space around the penetrant. However, since this system calls out minimum 0" annular space, you are allowed to have point of contact on one side of the penetrant, with the required annular space range around the other sides.
