Epoxy with thru bolts

EOR wants epoxy on a horizontal thru bolt application. I don't understand how epoxy is supposed to stay in the hole when the bolt is pushed through the hole or how to get epoxy in the hole after the bolt is inserted. Any help with this would be greatly appreciated
