I understand that it is not permissible to remove and reinstall a KH-EZ screw anchor. It is acceptable to remove a KH-EZ anchor and install an epoxy anchor of the same diameter into that hole? Or does the new epoxy anchor have to be a larger diameter?

Installing a new anchor into an existing hole that previously contained anchorage is outside of Hilti's published testing and not a recommended application. The primary concern is that the condition of the concrete around that hole is unknown, so the performance of a new anchor cannot be guaranteed. Our team has often seen customers consider upsizing the anchor diameter or going to a different anchor that would require a larger hole in the base material. It is not recommended to replace an anchor using the same nominal size hole diameter as the original anchor system. Please note that all of Hilti's testing was performed on concrete that did not contain previous anchorage.
Ultimately, it is up to the discretion of the Engineer of Record (EOR) on how to proceed with removal and replacement of the existing anchorage.
