Embedment depth h_ef

In the attachment I am sending two anchors that differ only in h_ef = 22 in and 24 in.
What does it mean that "Concrete side-face blowout" is not calculated for h_ef? (this point is not included in the report). In contrast to h_ef=24 in and it is equal 305%.
The actual distances of the baseplate to the concrete edge have been defined.
