Embedment Depth - Concrete to Concrete

I am using the concrete-to-concrete anchorage to size reinforcing bars epoxied into a footing for a concrete pier. I have selected #8 bars. No matter what load I put on the bars, it is requiring a 20inch embedment. I can't figure out why it is jumping directly to the maximum embedment for small loads.
