What is Elongation length(L) of anchor bolts? - anchor bolts, ... (hilti.com)
Regarding this question, does it include the whole bonded length as well or only the unbonded length?
I talked to the vendor but they are unsure of this.

"L” corresponds to hef + tfixture or a modified embedment (h’ef) + tfixture if an oversized plate or washer is used. For adhesive anchors, hef refers to the portion of the rod that is embedded in the base material. Also, tfixture refers to the portion of the rod above the base material surface that is equal to the thickness of your fixture.
