Ductile design option (17.10.5.3(a) has been selected. But, steel usage is not the highest and it's passed. Why

For ductile design using 17.10.5.3(a), steel utilization should be higher than pullout and breakout. But, this application shows concrete breakout is 16% and steel strength is 13% and it passed. Why is that?
