What is the definition of torqued? i.e., how much torque need be applied to consider the anchor torqued?

I'm not sure I fully understand your question, however the torque requirements vary depending on type and size of anchor. The torque requirements also vary depending on whether it is a torque-controlled anchor such as an expansion anchor, or an adhesive anchor which just has a maximum torque (no minimum torque required). The torque requirements can be found in the instructions for use, which are included in the packaging for every anchor. Additionally, the instructions for use can be found online under the documents section for each anchor.
